Javier Encinas

Head of International, NISTA

Javier is the Head of the NISTA’s international team. Previously he worked as Head of International at the Infrastructure and Projects Authority (IPA), as Project Director at Infrastructure UK (IUK) and as Assistant Director at Partnerships UK (PUK).

Javier is an infrastructure and finance specialist with over 20 years of experience in infrastructure delivery, corporate & project finance and management consulting. Javier manages NISTA’s international advisory and training programmes, and regularly advises governments on the development and implementation of PPP units and policy, and on the planning, delivery and financing of infrastructure programmes and projects.

Prior to joining the UK civil service, Javier worked for a French Multinational and for a Paris-based Think Tank, and held strategy consulting and corporate finance roles with Citigroup and Roche in China, India, France, Switzerland and the UK.

Javier holds an MBA from Manchester Business School and M.A. and .B.A. degrees (Diplôme de Grande École) from the Institut d’Études Politiques de Paris (Sciences-Po). Javier has authored and co-authored various publications for e.g. the WB, the African Development Bank, the Inter-American Development Bank and the OECD. He is an APMG certified Business Case Practitioner and is fluent in Spanish, English and French.
